We’re considering granting two leases on Wellington Town Belt land and one lease on Reserve land for existing tenants as detailed below:

Applicant: Workingmen’s Bowling Club (existing tenant)
Description: The Club provides two bowling greens and a club room for use by members. The Club also provides coaching and aim to be the most accessible and inclusive bowls club in the Wellington community.
Location: 177-183 Owen St, Newtown – part of the Wellington Town Belt
Legal Description: Part of Lot 1 DP 8914, as contained in the Record of Title WN46D/912
Lease Type: Ground lease
Leased Area: 4200m²
Permitted Use: Bowling and clubrooms
Lease Fee: $2,398.90 per annum + GST
Term: three years with one renewal term of two years

Applicant: Wellington Rugby Football Union Incorporated (existing tenant)
Description: WRFU fosters and develops community and representative rugby union in the Wellington region for both men and women at all levels and ages.
Location: Rugby League Park, Newtown – part of the Wellington Town Belt
Legal Description: Part Lot 1 Deposited Plan 10397, as contained in the Record of Title 742980
Lease Type: Lease for premises and ground
Leased Area: 340m² for lease of premises and 606m2 for lease of land
Permitted Use: Rugby clubrooms and gymnasium; and office accommodation for coaches, physios, managers and administration.
Lease Fee: $967 per annum + GST
Maintenance Fee: $6,030.30 per annum + GST
Term: Ten years with one renewal term of ten years

Applicant: Central Allbreeds Dog Training School (existing tenant, new lease site)
Description: CADTS is a club for all dogs and their owners. CADTS promotes training with positive reinforcement techniques and helping to assist dog owners meet their obligation under the Dog Control Act 1996.
Location: Site 0868, 141 Elizabeth Street, Mount Victoria – part of the Wellington Town Belt
Legal Description: Part of DP 33290 and part of sec 1 SO 476360 contained in part of 742966
Lease Type: Ground Lease
Leased Area: 1,437m2
Permitted Use: Dog training school
Lease Fee: $1,209.76 + GST per annum.
Term: 10 years with one renewal term of 10 years

Notes: The proposed site is the northern most section of Ian Galloway to the east of the Western Suburbs Rugby Club. Central Allbreeds Dog Training School (CADTS) has applied to use the site for a dog training club.

If approved the provisions of the Wellington Town Belt Act 2016, and the Wellington Town Belt Management Plan 2017 (14.7MB PDF) will apply to the leases on Town Belt land and the Reserves Act 1977 will apply to the lease on reserve.   • details of the proposal you are submitting on
  • whether you support or oppose the proposal
  • what aspects of the proposal you are neutral towards (if any)
  • your submission statement, with reasons. 

If requested, submissions (including names but not contact details) will be made available to elected members and to the public.
