How Rates are Calculated - Introduction

Rates are based on:

  • Capital value – an annual assessment of the property’s value in relation to current market values and
  • Land use – what the property's assessed use is (e.g. residential or commercial) determines its differential rating category.

Differential Rating Categories

The Council has two principle differential rating categories:

  • base differential (includes residential properties)
  • commercial, industrial and business differential

Within each differential, there are sub categories. These categories indicate the rates types associated with the property and whether the property is fully or partially non-rateable.

Rate Types

Wellington City Council sets its rates in two types:

  • General rates – paid by all ratepayers.
  • Targeted rates – paid by a specific group of ratepayers who receive a specific service - e.g.
    • Water for properties connected to supply
    • Downtown levy for commercial properties in the downtown area
