City Housing tenants and caregivers must apply for a parking permit to legally park in some City Housing properties. These permits are free.

The parking permits are valid for six months. Temporary permits are issued for prospective tenants wanting to view a property.

Permits are required for the following sites:

  • Heath Flats
  • Hobart Park Flats
  • Kotuku Flats
  • Marshall Court Flats
  • Nairn Street Town Houses
  • Newtown Park Flats
  • Pembroke Road Flats
  • Pukehinau Flats
  • Queens Court Flats
  • Queen Street Flats
  • Regent Park Flats
  • Rintoul Street Flats
  • Te Ara Hou
  • Arlington Apartments
  • Batchelor Street Flats
  • Berkeley Dallard
  • Booth Street Flats
  • Calabar Road Flats
  • Central Park Flats
  • Daniell Street Flats
  • Darwin Street Flats
  • Duncan Terrace Flats
  • Epuni Street Flats
  • Etona Flats
  • Granville Street Flats
  • Hanson Court Flats

Parking Eligibility

One parking permit is issued per tenancy. To be eligible for a parking permit the applicant must be:

  • a City Housing tenant (joint owners must be on the Tenancy Agreement)
  • a proven caregiver or support worker.

The following documents must be provided for a tenant to be eligible for a parking permit:

  • current vehicle ownership papers (must be in tenant's name only)
  • current driver's licence
  • hire purchase agreement

Parking Exemptions

Some vehicles are exempt from having to display a parking permit. These include:

  • City Council vehicles
  • City Housing contractors
  • Emergency Services vehicles

The following vehicles need a temporary or contractor's permit:

  • Unmarked contractor's vehicles
  • Prospective tenants viewing new flats
  • New tenants
  • Courtesy cars (a loaned car to a tenant, while work is being done to their car)
  • NZTA-exempt vehicles
    Note:
    If you have an NZTA-exempt vehicle, you can put the registration on hold for a period of time (from at least three months to up to 12 months). To do so, you will need to get a temporary permit that exempts you from continuously having to license your vehicle during this period of time. Bring in a NZTA-exemption certificate to the Council showing the start and end dates of the exemption period. For each NZTA-exempt vehicle, we will generally only issue such temporary permits once, and they cannot be renewed continuously.

Caregiver's Permits

Caregiver's permits are issued to tenants under strict conditions. The tenant must prove that they are in genuine need of caregivers help. This permit is issued to the caregiver's motor vehicle only and is not transferable to any other vehicles.

Only one caregiver's permit per tenancy is allowed.

A caregiver's permit is unable to be used as a visitor's parking permit.

Vehicles illegally parked in City Housing properties will be towed. If you have a question about towing, contact:

The towing charges listed below may vary depending on the type of tow required and storage costs.

  • $60 to release vehicle on roadside (on presentation of receipt)
  • $100 for same-day vehicle pick up (if the vehicle's owner or driver presents a valid permit to Harbour City Tow within one working day of being towed)
  • $200 in all other circumstances
  • $10 daily storage fee
