If you decide to accept a City Housing unit you must sign a Tenancy Agreement. The Agreement is a legal contract outlining your responsibilities as the 'tenant', and the Council as 'landlord'.

You are entitled to a signed copy of the Agreement.

Rent

  • Payments Automatic payments or redirection orders are the preferred ways to pay rent, but now you can also pay rent at your local PostShop with your rent payment card or barcoded invoice.
  • Increases You will have 60 days' notice before any rent increase. Rent will not go up in the first 180 days of tenancy or within 180 days of any previous increase.
  • Receipts The Council and your local PostShop will provide a receipt when you pay your rent. If you use automatic payment, your bank statement can be used as proof of payment.
  • 70% of market rent subsidy All tenants that meet housing income eligibility criteria receive a rent discount subsidy of 30% of market rent charge. This means we charge you 70% of the market rent for the property.
    If you no longer qualify for subsidised rent, then the subsidy is removed and the rent charge returns to the full market rate. You are given 60 days notice of the removal of the subsidy. This is not a rent increase.

Responsibilities

The Council's responsibilities are to:

  • maintain the premises in reasonable condition
  • comply with all building, health and safety standards that apply to the premises
  • pay rates, building insurance and land tax
  • continue the supply of gas, electricity and phone services unless the occupants or property are at risk, or where maintenance requires.

Your responsibilities, as a tenant, are to:

  • pay rent on time
  • pay utility services (electricity, gas, telephone and excess water bills)
  • give 21 days' written notice when you want to move
  • ensure the property is occupied for residential purposes only and is not used for any unlawful purpose or subletting
  • keep the property in good condition; do not damage the property
  • notify the landlord of any necessary repairs or maintenance
  • minimize noise; do not breach the peace, privacy or comfort of other tenants or neighbours as required by the Residential Tenancies Act.

Health & Safety

Tenants are expected to keep their homes clean and safe - in their own interest and that of their neighbours. Specifically, the Council has identified fire safety and condensation prevention as key tenant responsibilities.

Right of Entry

The Council may enter your home on the following occasions:

  • at any time with your consent
  • for repairs or maintenance between 8.00am and 7.00pm with 24 hours notice
  • for an inspection between 8.00am and 7.00pm with 48 hours notice
