The Council may sell road reserve to a property owner when the land is not needed for utilities, roads or footpaths.
Road reserve, or unformed legal road, is public land designated for roading but not used as roadway. Usually, but not always, it is the strip of land between a property owner's front boundary and an existing road or footpath.
Road stopping is the process of changing the designation from unformed legal road to fee simple land so that it can be sold.
Each application to buy an area of unformed legal road is individually assessed.
The process of buying road reserve can take up to three years. Survey, valuation and legal costs can add $12,000 or more to the purchase cost of the land.
