The Council's Building Services team can help you with a range of building needs and requirements including:

  • building consent applications and amendments
  • project information memoranda (PIMs)
  • building and plumbing inspections
  • code compliance certificate applications
  • compliance schedules and building warrants of fitness.

You can access application forms, checksheets and building guides here online, or pick up paper copies at any Council Service Centre.

Changes to the Building Code: Clause B1 (Structure)

Building code changes to B1

As of 1 February 2012, the transition period ends for the building code changes to B1 (amendment 11), and the documents cited in amendment 10 no longer apply.

This means that NZS3602:1999 is no longer part of the acceptable solutions for B1 - structure.

Building consents accepted after 1 February will need to use NZS3604:2011 as the means of compliance, rather than the above 1999 version.

Building Legislation

All construction, alteration, demolition and maintenance of new and existing buildings in New Zealand are subject to the processes and regulations set out in:

  • Building (Consent Authorities) Amendment Act 2007
  • Building Act 2004 and Building Amendment Act 2005
  • Building Regulations 1992, including the Building Code
  • Building regulations related to the Building Act 2004.

As Wellington's local authority the Council administers, enforces and records all day-to-day building activities.

Other Relevant Legislation

The Building Act applies only to the physical aspects of building work. Building proposals may also be affected by other legislation such as:

  • Resource Management Act 1991 - planning and resource management.
  • Health and Safety in Employment Act 1992 - employee issues.
  • Wellington City Consolidated Bylaws 1991 - for earthworks and vehicle access.
