The Council's Building Services team can help you with a range of building needs and requirements including:

  • building consent applications and amendments
  • project information memoranda (PIMs)
  • building and plumbing inspections
  • code compliance certificate applications
  • compliance schedules and building warrants of fitness.

You can access application forms, checksheets and building guides here online, or pick up paper copies at the Council Service Centre, 101 Wakefield Street.

New Licensed Building Practitioners Scheme

From 1 March 2012, if you apply for a building consent you'll need to make sure all restricted building work is carried out or supervised by a licensed building practitioner (LBP).

The Department of Building and Housing has recently clarified the wording that can be used by Licensed Building Practitioners to certify that work complies with the Building Code:

Solid Fuel Heaters

If you want to install a solid fuel heater, you will need to apply for a building consent.

And if the work has been classified as Restricted Building Work (RBW), you will need to use a licensed building practitioner (LBP) to do or supervise the work.

Note: we consider the following to be RBW:

  • work that penetrates the building envelope by over 300mm
  • work that involves any structural modifications to the building.

Building Legislation

All construction, alteration, demolition and maintenance of new and existing buildings in New Zealand are subject to the processes and regulations set out in:

  • Building (Consent Authorities) Amendment Act 2007
  • Building Act 2004 and Building Amendment Act 2005
  • Building Regulations 1992, including the Building Code
  • Building regulations related to the Building Act 2004.

As Wellington's local authority the Council administers, enforces and records all day-to-day building activities.

Other Relevant Legislation

The Building Act applies only to the physical aspects of building work. Building proposals may also be affected by other legislation such as:

  • Resource Management Act 1991 - planning and resource management.
  • Health and Safety in Employment Act 1992 - employee issues.
  • Wellington City Consolidated Bylaws 1991 - for vehicle access.
