FEES, CHARGES SCHEDULE
AND FUNDING TARGETS
Our Revenue and Financing
Policy guides our decisions on
how to fund Council services.
Under the policy, we take into account who
benefits from a service (individuals, parts of
the community, or the community as a whole)
to help us determine how the service should
be funded. The policy sets targets for each
Council activity, determining what proportion
should be funded from each of user charges,
general rates, targeted rates and other sources
of income.
For 2008/09, in line with that policy, we’re
proposing some changes to fees and charges in
the following areas.
• Development control and facilitation
• Recycling
• Marinas
• Burials and cremations
• Footpaths & Pavement Permissions
• Sportsfields
In addition, we are proposing to introduce a
trade waste charging regime. The full draft trade
waste policy is included in the appendices.
New fees will be implemented as of 1 July 2008
and are inclusive of GST. For more information
see www.Wellington.co.nz
We are also proposing the following variations
from our Revenue and Financing Policy. We
are increasing the proportion of the Building
Control and Facilitation activity to be funded by
user charges from 60% to 65%, to better reflect
the proportion of costs the Council is seeking to
obtain from the direct beneficiary.
We are decreasing the proportion of the
Promoting and Hosting Cultural Events activity
funded from non-rates revenue from 25% to
20% to reflect a transfer of events into this
activity. This is fiscally neutral at an overall
Council level.
We propose to formalise these changes into the
Revenue and Financing Policy when the Long
Term Council Community Plan (LTCCP) is revised
next year.
