Wellington-Hutt motorway
A study team from Transit New Zealand, Wellington City Council and Greater Wellington Regional Council has been considering transport issues between the bottom of Ngauranga Gorge, Wellington Airport and Wellington Hospital in order to plan for the city’s expected growth.
The study aims to produce a plan that will ensure Wellingtonians’ transport needs are met in the future.
Study Background
The transport system is nearing capacity. With traffic volume increasing annually, future transport solutions must be considered in terms of what’s possible, practical and appropriate to meet people’s requirements.
Wellington’s hills, tunnels and existing road network mean that there are no easy solutions, so avoiding major congestion and delays will involve a mix of improvements including:
- increased public transport
- more efficient use of existing roads
- some new roading initiatives
- changes making it easier for people to walk and cycle.
Strategy Report

A recently completed Strategy Study Report considered requirements.
The report outlined possible transport initiatives that could happen in the next 30 years, such as:
- improving the existing bus system
- investing in light rail
- building additional tunnels at The Terrace and Mt Victoria
- improving access at the Basin Reserve
- widening Adelaide Road.

Consultation
Two public consultations have been held, the first in May 2006 and the second from December 2007 - February 2008. The most recent consultation showed a high degree of public interest, with over 4,600 submissions received.
The report was guided by key transport issues that Wellingtonians identified during the first stage of consultation in May 2006.
A final round of public consultation on the Draft Corridor Plan is planned for June - July 2008.

Draft Corridor Plan
Since the latest consultation, the three study partners have prepared a draft plan for the Ngauranga-Airport transport corridor. This covers possible future transport initiatives such as:
- improving the existing bus system
- investing in light rail
- building additional tunnels at The Terrace and Mt Victoria
- improving access at the Basin Reserve
- widening Adelaide Road.
