With help from the local community and businesses, Wellington City Council is developing an action plan for the Miramar Town Centre. The action plan will build on the findings of early engagement with the community. It aims to create a 'focal point' for the town centre and to address current issues such as:

  • the lack of a community 'heart'
  • the safety and amenity of the area for pedestrians
  • vehicular movement and parking.

Work on the action plan has been split into two sub-projects:

  • Improvements to the Park Road / Miramar Avenue junction area
  • Identifying opportunities to improve the wider town centre

Carrying out the improvements is subject to decisions on the Long Term Plan. This sets out all the projects that the Council plans to do over the next 10 years. At this stage, the Miramar sub-projects are not funded.

Park Road / Miramar Avenue Junction

The traditional town centre around the junction of Park Road and Miramar Avenue has seen significant change with the opening of the Roxy Cinema and other businesses earlier in the year.

Since then, a number of improvements to car parking and the reduction of the speed limit around the area have improved the vibrancy of the town centre. However, there remain some aspects of the town centre which could be improved.

One particular issue, which was identified through consultation, is the use of the slip road in front of the Thai restaurant as a short-cut for traffic accessing Park Road. This issue raises safety concerns for both vehicles and pedestrians.

In May 2011, the Council consulted with the public on two preliminary concepts to address the issue. The Council is using the comments received in the consultation to help develop a revised design of the area.

Another issue raised by the community was the untidy aspect of the old tram shelter. In response to this, and given the heritage status of the shelter in the District Plan, the Council has commissioned a conservation plan for the shelter. The conservation plan will provide valuable information on the original design and construction of the structure and will allow any refurbishment works to respect or reinstate the original features.

Wider Town Centre

One of the aims of the action plan is to identify and address opportunities for change in the wider town centre, particularly the area along Miramar Avenue between the Cutting and Park Road.

Greater Wellington Regional Council's (GWRC) review of bus services throughout the city is one initiative which will be used to inform this work.

For example, any changes to the location and arrangement of bus stops along Miramar Avenue may have an influence on pedestrian movement.

Early in 2012, the GWRC will ask for public feedback on the findings of the bus services review. The public's views on the review will be used to help develop the Town Centre Action Plan.
