The Council is working with private developers to create a small neighbourhood centre in Churton Park.

Churton Park residents asked for the neighbourhood centre as part of the Northern Growth Management Framework.

Location

The developer set aside the land at the corner of Lakewood Avenue and Westchester Drive in the 1970s when the area was first developed and zoned commercial.

Resource consent for the development of the neighbourhood centre was granted by the Council on 26 May 2010.

Design

A Churton Park Village Concept Plan was developed early in the planning process to guide the development and ensure quality village centre is created.

It includes:

  • a supermarket
  • medium density housing
  • retail
  • commercial, healthcare
  • community activities
  • open spaces
  • a public park
  • parking.

Initial Consultation

Consultation on what people wanted in the proposed Churton Park Neighbourhood Centre was carried out in May and June 2006. A total of 341 responses were received.

District Plan Change

The Council publicly notified Proposed District Plan Change 60: Churton Park Suburban Centre Rezoning on 13 September 2007. The Plan Change became operative on 20 November 2009.

The plan change:

  • rezones the neighbourhood centre site from outer residential to suburban centre but keeps a small rectangular portion on the western side of the site as open space
  • introduces a new policy, concept plan and rules to guide the development.

District Plan Change 60: Churton Park Suburban Centre Rezoning

The provisions in District Plan Change 60 were carried through to proposed District Plan Change 73 (Suburban Centre Review).

The District Plan requires resource consents for all development and subdivision. Applications must be assessed against the guiding principles detailed in the concept plan and the urban design criteria in the design guide.
