Wellington City Council would like your views on proposals for new 'areas of change' and 'areas of character protection' that will affect how and where Wellington grows. The proposed changes are part of the ongoing infill housing review.
Background
In July 2006 the Council agreed to review the way infill housing is managed in Wellington city.
Infill housing is the process of building new dwellings within existing urban areas, and is an important way of providing for future growth in Wellington. However, there is evidence that infill housing is being encouraged in areas that have poor access to public transport and services. There is also growing concern over the impact infill housing is having on the character of residential areas.
In response to these concerns, the Council has:
- Tightened key rules for new housing in residential areas through District Plan Change 56. These came into effect in November 2007, and since then Council officers have seen a significant improvement in the quality of applications for new residential development.

- Consulted in May and June 2007 on the idea of a ‘targeted’ approach to infill – encouraging growth in and around key commercial centres with good public transport, and away from areas with significant character or poor infrastructure. This concept, based on having ‘areas of stability’, ‘areas of limited infill’, and ‘areas of change’, received a favourable response during public consultation in 2007.
The Council has now compiled a list of possible ‘areas of change’ and ‘areas of character protection’ for consideration.
These proposals will potentially affect property owners in:
- Areas of character protection - areas with significant character values that require further protection from inappropriate development
- Areas of change - where redevelopment of housing would be encouraged, resulting in moderate to significant increases in residential density.
