Annual Plan Working Party View Meetings »
Commencement / Sunset Clause:
The working party will come into effect in December 2004 and will discontinue at the end of the planning round in July 2005.

Frequency of Meetings:
Meetings will be held as required.

General Purpose:
The working party will guide officers in the development of the 2005/06 Annual Plan.

Objective:
The core aim of the working party is to provide recommendations to the Strategy and Policy committee on:
- potential changes to the Council’s service range
- appropriate changes to the Council’s levels of service
- opportunities for increased revenue through increasing fees and charges.

Terms of Reference:
The working party will make recommendations to committee on the following, having taken into account the evaluation framework and prioritisation process (developed by officers):

(i) changes to the Council’s service range including:
- potential new initiatives
- potential reductions (or identification of areas requiring further analysis).

(ii) changes to the Council’s levels of service following:
- a review of all capital projects
identification of potential reductions in operating projects
identification of potential increases in operating projects.

(iii) opportunities to increase Council’s revenue following a review by officers of potential fee level increases, their alignment to the Revenue and Financing Policy, and analysis against the strategic goals, market elasticity and other variables.

2. Agree that the Annual Plan Working Party be open to the public.

3. Agree that each Councillor:
- have speaking rights at every working party meeting
- receive all papers; and
- receive notice of meeting time and place.
